WASHINGTON — Vanguard Communications recently welcomed executives Noralisa Leo as vice president of the Diversity + Inclusion Practice, and Matt Chun as vice president of the Digital Practice, to the firm’s award-winning public relations team.
The two hires strengthen the firm’s position to provide people-first PR and communication services in today’s changing political, social and digital media landscape. Leo will serve as architect and strategic counsel to Vanguard’s growing Diversity + Inclusion portfolio, which is focused on addressing inequities in civil rights, economic justice, education, health and the environment. Chun is charged with evolving Vanguard’s integrated digital services inclusive of social media, content marketing, digital advertising and measurement practices.

Leo is a public affairs and communications strategist with experience in advocacy, coalition building, message development and non-profit management. Her career began with the State of Texas promoting affordable housing policies in the Texas Performance Review, and later at Fannie Mae supporting its efforts to increase housing for low- and moderate-income families. She most recently worked at SKDKnickerbocker, where she led efforts to raise awareness and amplify diverse voices in public policy debates, including political participation at the Latino Victory Project; women’s health and reproductive justice at the National Latina Institute for Reproductive Health; and civic engagement and participation across issue areas at the Aspen Institute’s Latinos and Society program.
Chun brings to Vanguard a rich mix of strategic and creative talents that spans 15 years across varied industries, starting in New York and Los Angeles with entertainment media in creative advertising and promotional marketing. As a digital native, his enthusiasm for tech trends have led his career down a digital marketing and communication path, with an emphasis on storytelling. Prior to Vanguard, Chun championed digital advocacy campaigns at Social@Ogilvy, including the award-winning #OK2Talk campaign that raised awareness of mental health issues among youth. He also led digital and social media strategy for key properties at Discovery Communications such as Shark Week and Frozen Planet.
